Hi,
the record is created cause the audit feature is on:
docs.microsoft.com/.../audit-data-user-activity
If it's programmatically and you are not aware that someone enabled the audit, then you have
probably enabled the audit feature in one environment and when you realese your new developments or publish a solution, it imports the audit settings and start the monitoring.

Hello Bhabani,
This behavior is by design.
The 'Attribute Audit Start' can appear when the Audit is started manually by a System Admin, via development or even when a solution which contais the flag for Audit checked is imported.
