Migrating D365 (Production) Portal instance to D365 Development Instance

We have a v9 D365 and a single portal instance, Can I migrate the Production Portal (using XRM Tools) to a Development instance without impacting the live portal?

Hi,

First you need to buy new portal license and then you can setup portal on your development environment after that you can move your contents/changes using xrmtoolbox or can use configuration tool.

I hope you have the necessary license for an additional portal. (D365 license comes with one portal only. Any additional portal shall be licensed seperately).
