ADCS/RF Scanner Issues

We have recently started to experience an issue with our RF scanners used for picking. We have about 60 devices in use and the issue we are seeing is when a barcode is scanned, the devices are starting to hang anywhere from 1-2 minutes and we've seen it hang as long as 45 minutes, before it will let them move on to the next line in the pick process. We have been using the scanner for several months now, the only thing that has changed lately is the addition of about 10 scanners.
 
We have noticed in the event viewer on the ADCS/VT100 server that there are a lot of errors stating:
Could not communicate with Socket localhost:11323. No connection could be made because the target machine actively refused it [redacted]:11323
 
We are seeing a mix of port numbers that get flagged, 11322, 11323, and 11324. 
 
 
Any help would be greatly appreciated.

    This is using the native functions within NAV, leveraging ADCS and the VT100 plugin.
