What does Operations license type in Dynamics 365 FO means?

Hi experts, I have a question about D365 License type: Operations
I open Privileges in Security Configurations, I select 'Maintain Departments' privilege, then click on View Permissions

After that, the License that attach to that Privilege (and some of the Menu Item on that privilege) is Operations.
I find it strange, isn't it supposed to be Finance / SCM / Project / HR (the highest license type available) ?
What does Operations License mean? Please give me some explanation on this.

    Hi Antony,

    Before Microsoft split the licensing into Finance, Supply Chain, Commerce, Project Operations the highest license SKU was an enterprise user. This 'Operations' license was indicating the enterprise user in the past.

    Microsoft is in the process of changing the logic, so the privileges will reflect the license type which will be required. I'm not sure if you are on the latest release or not, but each update, Microsoft is correcting that logic where with a list of privileges the license SKU is indicated, but not on the menu item level itself.

    There might be the case that some privileges are not in the list or when privileges are listed multiple times with e.g. Finance and SCM. In that case, there is no single license SKU which could give access and then still 'Operations' is listed. That would mean that you can use it regardless if you have a user with a Finance or SCM license.
