Principal user is missing readIncident privilege

I am logged in as an Administrator in the default Business Unit.  I am trying to create a new Case (incident) and assign it to a Team (via a workflow, although I get this same error outside of the workflow) in a child Business Unit, but I get this error.  This is a new solution I've just started from scratch, which is a recreate of my Proof-of-Concept.

I would think as Administrator of the Default BU you should be able to do anything.  What is this telling me?

    System administrator role is very misleading, as it is more for data management and customizations than for record creations. The error says that the user does not have read permissions on the case entity. Make sure that the user you are using, has got multiple security roles, including one that can read from the case entity

    But I can't give that User (me) privileges because the roles are in the child BU where the users for this Solution live.

    I think what's different between this S0lution and my POC, is that I created the Case entity with User or Team ownership; whereas, my POC was Organization.  The cases should only be visible to the BU, so what do I need to do to make it work?

    Set the security role create to be BU, so when a record is created by someone in the child business unit creates a record, it will be visible to the child and the parent business unit

    How I normally remember it, you can only look downwards never up. So if the record security role is set at the lowest level, the top most BU can see the record, but if a record is created in the top bu level and not shared with the lower levels, then the lower levels can't see the record ... something like that..

    I have assigned myself System Customizer role in the default BU.  That Role has Organization level to all privileges for all entities, yet it still doesn't work.  If I try to assign a record owned by Me to a Team in the child BU, I get the "Insufficient Permissions" You do not have permission to access these records." error, which is a little different than the one from before that actually referenced the Principal.

    I'm sure hoping I didn't make a mistake by making the "Ownership" of all my entities to be User or Team.  ;-(
