I am getting this message "unable to open DEX DIC" when trying to open GP 10:00. this started after i installed service pack.
Any help greatly appreciate.

Hi Babin,
Look in the GP application folder - can you see two Dex.dic files? (One called Dex.dic, and anothe called DexUS.dic).
If so, back them up. Rename the Dex.dic to Dexold.dic,and rename DexUS.dic to Dex.dic. Then try and launch GP again.

Can you check in your DYNAMICS.SET file where the DEX.DIC is actually pointing ? is it a local copy or on a shared location ? if it's a network share, it might no longer be accessible in Read / Write mode, which is mandatory for GP to start...
Ian is correct. renaming the file may resolve the issue. If it doesn't keep the file renamed and run a repair on GP through Add/Remove Programs. If it doesnt resolve the issue please get the exact error and I will be happy to assist.

Although it is dictionary id 1, the dex.dic isn't listed in the Dynamics.set file
