I know that we can customize the columns on saved views, but would it be possible here?

Well we tend to have duplicate contacts that have different offices listed on them. The user wants to be able to select the correct one based on office. But I'm guess that's something that has to be customized by a developer.

If my understand is correct you want to add remove columns from lookup view its self , if that is your requirement then I can say its not possible .
There only one way that you you have mentioned already that you need to go to settings --> Customization -->Customize the System/Solutions--> Entity ->Views and change the lookup views .

If I understood correct you want to modify the form itself, if yes then, this is a OOB form, not a supported way of doing this in dynamics crm. If you want custom functionality then you might have to go for a custom development. Perhaps HTML5 however it will be difficult to manage and mimic crm form functionality.
