Dynamics.exe file won't launch gp2010 on XP SP 3 new install

Hello Friends,

Here's my dilemma

When I double click on the dynamics.exe file, it goes to the hourglass for a couple of seconds and then nothing

Gp2010. 2164

XP SP 3

.net. 3.5 sp 1

Was previously OK running GP 9

Ideas?
