PO Commitments not working

I have noticed some sales orders that are commited to POs are not moving from back order to allocated when the material is received.  I beleive the reason is the PO commitment is staying on the sales order even though the quantity of the commitment is 0.  Is anyone else experiencing this problem or have a solution?
