Can you include manual demand forecast without defining a warehouse in D365 F&O?

Can you include manual demand forecast without defining a warehouse in D365 F&O? View screenshot below.
 
It seems that defining a warehouse in the manual demand forecast lines is mandatory. D365 does not allow for a line not to have a warehouse. I have not (yet) found a way to do so.
The reason why I would like to define the forecast to be without a warehouse is because at that point the warehouse is not yet known. The actual fulfilment of the demand might come from a different warehouse then what was in the forecast.
In other words, we would like masterplanning to consider inventory in multiple warehouse to fulfil the demand for that line.
