Guideline for when to add a second or third service tier on separate servers

Hi. Does anyone have a good guideline to follow about when to add another service tier on another server? Is it based on number of users? Example: client has 150+ users, heavy use environment, how many servers should they have just for the service tier? I didn't see anything in the Microsoft NAV 2013 R2 recommendations guide about this.

    I don't think that there is any documentation released by MS on this.

    There are not official figures.

    generally we add 40 users per servicetier.
