As the blanket sale orders are part of the sales header and lines table, is it possible to restrict access via permissions to some users to just Blanket Sales Order Lines, but still giving them access to Sales Order Lines?
You can restrict the page itself - the sales lines are the same in blanket sales order and in sales order.

It is not possible to restrict access via permissions since Blanket Sales Order an Sales Order Lines are in same table Sales Lines - 37.

You should be able to filter out the blanket orders and blanket order lines using security filters.
