How are you deploying the javascript? Are you using any tool or by creating a web resource and uploding the js library?
Hi Megha,
make sure the role assign to you is System Administrator, and then try to deploy the solution.

What are you trying to deploy when you get this error ? And is your account a system administrator ? Also, is this CRM Online or OnPremise ?
