Update Plugin Filtering Attribute Error The dependent component Attribute (Id=xxx) does not exist.

Hi,
 
I am trying to set filtering attribute on update plugin of Contact entity. This attribute is two value boolean custom attribute.
 
When I am trying to update this plugin step then I am getting below error. Any inputs will be highly appreciated.
 
The dependent component Attribute (Id=XXX) does not exist.  Failure trying to associate it with SdkMessageProcessingStep (Id=bca5c171-c93a-ef11-8409-6045bdeb6338) as a dependency.
