Hide the Label/Title For Workflow buttons

Hi Team, i am trying to hide workflow button(Complete WO) but i couldn't figure it out.
 
Currently i am working on multi level submit workflow. In the second level of submission client don't want to close the work order.
 
Please check the below screenshot for easy understand.
