I need to know if there is a way/how to create an email notification flow that will notify a case owner that all activities related to that case were closed/completed.

It depends if the associated fields on the case are correctly updated. But you can create a Workflow that runs either when Status Changes or certain record fields change, to verify certain conditions like "Case:Activities complete" entity/Property for example, or "Case:Status" property is set to "Resolved". If the condition is met (activities completed, case status is resolved), then send an email with whatever information you want:
