Hi, I have a new solution with an empty client extension. How can I create a new sitemap instead of add existing?

Hi,
Before Dynamics 365 release on the 26/11/2016, you could only have one Sitemap for a Dynamics CRM instance (organisation). However, since the release of Dynamics 365, you can now create a new sitemap for each Dynamics 365 App.

what is the difference between an app and a solution?
Microsoft Dynamics 365 now comes with role-based business apps so you can only show the functionality / entities / customisation required for each business stream.
Business apps make it easier for users to quickly find the things they need to do every day.
In previous versions, when you signed in to Dynamics 365, you saw a single application with sales, service, and marketing areas, and a single site map with multiple entities that you may not need for the work you do. With business apps, you can configure smaller role-based, and purpose-built site maps.
