Is it possible to set up security for an end-user to enter PO's but not have access to item maintenance or vendor maintenance?
ie, Item number exists but buying it from a different vendor - someone still has to assign that item to the vendor, right?

Yes, you can absolutely do that. You may need to create some custom tasks/roles to achieve it but you can definitely be that granular. And yes, if you did it that way and were going to use a new vendor, if that vendor/item combo hasn't already been set up, the user would receive the usual message and ask if they want to set it up. If they clicked Yes and did not have access, it will give them "You do not have security privileges to this window" message.
