We are on version 2013 and looking at upgrade options. How big of a change or process will this be if we jump from 2013 to GP 2018 for HR & Payroll module?

Looks like you have no choice but to upgrade as you are on GP2013 and there will be no more tax table updates for that version.
New features have been added in each of the version released between your version and GP 2018.
Note that you cannot go directly from your version of GP 2013 to GP 2018
you will have to go first to either GP 2015 or GP 2016 and then to GP 2018.
The exact upgrade path will depend on the exact version number of GP 2013 that you are on.
To answer your query regarding how big of a change, well that is easy and goes back to the origins of Dynamics GP where the philosophy was that there shouldn't be a big learning curve when you upgrade to a new version.
Sure there are new features but if you sit someone down infront of a newer version they could still work and perform their tasks because the basics are always there.
If you are thinking of upgrading I would engage the services of your partner for this.
If you do an internet search on "What's New Dynamics GP 20xx" you will find listings of the new features in each release.
