Copy users and security roles between environments

Is it possible to copy users security roles from one environment to another? User A may have 5 security roles in test but only 2 in prod, we want to update them to keep them in sync but for mass amounts of users.

I think Console application/Utility is the best option to achieve your requirement.

Also, There is a xrmtoolbox plugin which can be helpful. See below link.
