PA - Inactive Payroll Codes at Company Level

Hello, 

Is there a way to prevent Pay Codes, Benefits and Deductions that are inactive at the company level from being assigned to employees?  It seems to me that codes that are inactive at the company level shouldn't be able to be assigned and paid, but they can be.
