Business rules error. Cannot create new rules, activate, deactivate existing ones and cannot create other processes

I cannot create new business rules for the Account and Contact entities. For the rest o entities it is possible

I also cannot access Processes

And if I open system solution i obtain the same error.

Someone have any idea about the problem?

    Could you please copy and paste the Error in the screenshot and also the downloaded log file if any.
