I am trying to set or change the password of a contact in Adxstudio portal. When i click it nothing is happening.

There might be a lot of reasons for it.
You either get an error message or not receive the email due to following reasons :

My issue is not about not receiving any emails.
Change Password dialog box is not appearing when I click the "change password" I am not getting any error.

Are you talking about 'Forgot Password' option appears on Portal Login Page?
You mean to say, nothing happens if you click on it?
Did you make any changes to Login Page and Portal Site Settings so far?
Also, Please check, is there any error appears in Browser Console as soon as you click on Forgot Password.

No not forgot password. When you want to change the password of a contact in CRM/Portal. You click the "Change Password" .

Could you please login to portal and hit below URL and let me know what it display:
https://<YourPortalName>.microsoftcrmportals.com/Account/Manage/ChangePassword
That url works fine.
I am doing the "change password" in CRM and not in the portal. I am trying to set the password of the account that will be using the portal.
In Issue Title/Description, you had mentioned Portal that's why I was investigating this issue at Portal end.
So In CRM, do you have Change Password Dialog Activated?
