First a few definitions about the Date fields:
Planning date - Specifies the date of the planning line. You can use the planning date for filtering the totals of the job, for example, if you want to see the scheduled usage for a specific month of the year.
Planned Delivery date - Contains the date that is planned to deliver the item connected to the job planning line. For a resource, the planned delivery date is the date that the resource performs services with respect to the job.
You cannot enter a range in those fields because it refers to a specific date rather than a period. You cannot say, I will deliver between this date and that date.
As for the ability to change the date, I know, it doesn't make sense and it is a restriction coming from NAV. You could ask your partner or a developer to modify this so the Delivery Date would be totally independent of the Planning date. It's not a big customization to do and it would do what you are looking for.
However, do not expect NAV to plan your resources with those dates. At this point those dates are strictly informational and there is no planning report, unless you build it yourself, that will use those dates.
