I'm seeing this strange message while randomly viewing various emails in my inbox. I can't find anything online about why it appears. After clicking on a particular email where the message shows, navigating away and then back to the same email does not cause the message to appear again. Any thoughts on what it means and more importantly what it's doing??

I experience the same. The message appears when switching between emails when you have the app pinned without being in compose mode. Did you get any feedback from Microsoft?? I see this was posted in Nov 2019, but the issue persists.

If you are not in compose mode, then definitely there is an issue as it is not an expected behavior to show it outside of a draft mode. I would suggest opening a ticket with Microsoft Support team since it will require logs and screen sharing to identify what is going on and reporting same to our backend team.
You can use this support site or other portal that you generally use to open ticket.

Thanks for reaching out. Usually when you are in a compose mode in email , if you then launch app for outlook and if you change recipients in the To line of your draft email where say if you remove or add a recipient, then it displays the alert saying "Email recipients were added and removed".
