Is it possible to define separate sales tax item group by item in the procurement category list?

Categories and items are mutually exclusive in a purchase order, and I am struggling to understand your question. Do you wish to have a kind of a default VAT item group for a subset of items when you create a new item? We recently misused the Retail categories (!) for that.
