Looking to move from Dynamics GP 2016 with web client to Dynamics 365 BC

Hello!

We currently have 7 licenses for GP 2016 desktop client and 30 active users on the web client. I am wondering if BC has the same idea where you can have as many users set up in web client but only 30 active users at a time. Or do you have to purchase BC license for every user? I hope this makes sense. I am really unsure how to word it.

Edit: We only want the users to be able to submit a purchase requisition.

In Business Central you can have ordinary users, team users and device users. The team and device user have some limitations to them and different prices. So i think you need to analyze your 30 user to see what category they fall into in the BC world.
