I am using Microsoft Dynamics 2015R2. I am currently unable to view the employees in the Employee lookup in GP. I have assigned the poweruser role to user. I am still unable to view employees in the employee lookup window.

Can you please be more specific ? in which GP form are you using that Employee Lookup ? Can you please provide the path ?
Lookups are generally driven by SmartList Security.. though with the PowerUser role assigned, this shoudl be irrelevant. Maybe there is something else missing in your GP data or setup..
Are you using any 3rd-party ISV product that might have altered the GP security ?
The paths
HR & Payroll -> Cards -> Payroll -> Employee -> Employee Maintenance -> Employee ID
HR & Payroll -> Cards -> Human Resources -> Employee -> Employee -> Employee Maintenance -> Employee ID
No 3rd party application is used for security.

By any chances do you have the Canadian Payroll module installed in your GP instance ?
The path to access the employee maintenance in Payroll migth actually be the same, but the underlying resource dictionary is different and the smartlist security for the lookup too..

One way to check is if you can list the Employee of the company in SmartList itself under payroll.. do you see the list populated ?
The version installed is the US version 14.00.0725

No, This is the US Version being used.
The Users are not able to view any information in the Smart List for Employees.
Only the sa user can view the contents of the employees smart list.

This looks like a permission issue within GP for SmartList resources..
Access to the HR / Payroll data is normally limited to people having access to HR / Payroll forms & reports in GP, which means they should be covered by the roles like "PAYROLL CLERK* " and many more related to HR.
Check if those users do have the proper roles assigned in their GP security, and then check if the selected security roles include the SmartList objects for HR & PR

I made the changes as suggested and it did not resolve the problem.
I reread your OP and thought about the fact that you can't see the Employee records even with the POWERUSER security assigned to that user account.. If the same form returns data from the that same window by using the 'sa' user, it really means this is a data security issue at some point. Can you please make sure the underlying SQL user was granted proper access to DYNGRP in that company database and possibly re-run the DYNGRP GRANT script against this company DB ?
The script can be found under the GP client folder in the sub-folder 'SQL'
