We are going through the process of linking the person field with the users record although I am noticing that not all users are present and that there are users who have left the company a number of years ago which are still present.

As mentioned below, you would need to import the users you are missing. In case there are dormant users, you can run a report to get an idea of these user accounts. The User information in Dynamics 365 would need maintenance from a security administrator to keep the list with users current.

Hi, You can perform the following steps to associate a user ID with a person:
Navigate to: System Administration>Users>Users
Find the user ID of the person you need to associate. Click the hyperlink user ID.
User "People" finds the name and clicks Select.
Click Save to save changes.
User IDs are now associated with people. Please note that if when you re-import users, the person record is still connected to the old account, you need to open the user record and click Maintain versions. In the Maintain versions form, you can remove the relation between the user and the worker. When you refresh the User record, the Person field will be blank and can be re-related with a different worker record. Best Regards, Hana

There are two ways of linking it with user and person.
User is the system user who has access to D365 and person is employee/contractor record created in HR module.
To link- you can link manually, means when the new system user is created, that time only you can create an employee and link with the user.
another way to link- you can create employee and from the HR module you can use the user request workflow to create the user in system admin module, by this way automatically the user is created and linked to the person.
