In regards to CRM and set regarding with archiving data on an employee’s c drive. It looks like emails which are located in the Outlook archiving area cannot be used to set regarding in CRM.
How to keep outlook size down, but yet allow user/employee to still use CRM effectively.

How long does emails stay at user inbox folder?
Could they track the email before archiving it?
Sometimes might only be an education strategy rather than finding a complex action, since, as you mentioned, is not possible to track emails from archived emails.
Users can also move the email temporarily to inbox folder, track it and move it back to archive folder.
