What's the Web Template Home mean?
1.If you are talking about portal web template, the default code is Liquid.
You could use Liquid code to do some custom actions and you could even add fetch xml to retrieve records by Liquid.

2.If you mean the home page in D365, I could only say that it is by design and does not support customizations, but you could change the whole theme by configuration.
