Unable to Activate Intelligent Cloud Setup for Business Central

I continue to be unable to establish a connection to my cloud server to perform a sample migration. I have now tried this from three different computers. One was a W10 workstation and the other two were W2019 servers. I cannot get past Data Migration Setup.  I keep getting "Failed to enable your replication". I can successfully test the connection using SHIR and the log file is full of warnings saying "The remote server returned error code(403)" . I can only assume that the issue resides with my cloud server. This is a test to see if migrating GP to BC possible. My BC cloud is only a sandbox. Here is a couple of screenshots.

    Hello,

    Please do raise a support request to Microsoft. You cannot past this error without our help as we  need to do reset a few things on your tenant. At least that is what we had to do in a few other support requests.

    Well this was a free sandbox I created for testing purposes. So I can do one of three things:

    1) Create another free sandbox. Hopefully there is a way to delete this one.

    2) Purchase an Action Pack subscription at a cost of $495

    3) Open a support incident at a cost of $499 - how do I open a BC support request?

    I thought being a GP partner would get us a free demo site but I guess not.

    You can create a (new) demo environment via https://trial.dynamics.com.

    We can also reset the tenant on your behalf. We need a support incident for tracking purposes.

    We typically recommend to find a CSP that does the support on your behalf.

    How do I open a support incident? Is this going to cost $499 like GP support incidents? We had signed up as a CSP years ago but never used it. I suppose I could check with our distributor.
