I suspect that question come from statement in the Licensing Guide that SCM has 200K transactions/tenant/month included. To evaluate how much customer needs one has to know how these transactions are counted.

do you have any context for this question? It might help us give you a relevant answer.
I would say there are two different things:
- Transactions that are posted to the system (for example inventory transaction). Basically any record in a transactional table (table group "Transaction line" or in some scenarios also "Worksheet line") can be considered a transaction
- Transaction scope in code (ttsbegin / ttscommit) is used to control what operations must succeed or fail together (docs.microsoft.com/.../xpp-transaction)
