Dears,
please advise when when the value of the voided column will be 1 instead of 0.
I tried to void a payment entry but the value stay '0' also I tried to correct/reverse a GL transaction also the value of the column voided is '0'.

If you had the GL batch or GL transaction entry window open when you were changing the setting, you would need to close and re-open the window to see the Void button activated.
The value of VOIDED will only be 1 when the GL entry is voided (not corrected or reversed) directly in the General Ledger. If you void something in a subledger (for your voiding a payment example), it will create a new GL entry to reverse the original one. If you correct or reverse a GL entry, this will also create additional GL entries, not void the original one.
You can only void a GL entry before it is posted. This is useful when the option to delete GL entries is disabled.
