Is Universal Resource Scheduling available in on premise systems version 9? The current scheduling is being deprecated per:

In searching for an answer its difficult to determine what documentation applies to the cloud vs on premise.
The link below explains the new scheduling model but it only describes how to implement it in the cloud based systems.
