Compliance setting on Email level vs. Email Template level

I'm new to Customer Insights - Journeys, and I noticed that compliance setting is on both Email Template and Email level, can someone please explain to me the difference between the two?
 
I tried to set the compliance on both with different values (i.e. one is transactional, the other is commercial), the system doesn't throw any error messages. Also, when I set the compliance on the Email Template, and when I create an Email with that Email Template, the Compliance seems not to be carried over and I will have to manually set it up again on the Email level.

    Hi Wei,

    Compliance Settings can be set on an email template, so that any users that then use that template when creating an email don't need to remember to set the Compliance Profile again against the email.

    However if the user then chooses to change the Compliance Profile to a different one or change the Topic, you are correct that the system will enable this and not display an error messages.

    If you are creating an email from a template that has a Compliance Profile loaded against it, and this isn't carrying over to the email, I would advise raising a ticket directly with Microsoft as to my knowledge this isn't how it's intended to work (and is not what occurs in my environment).

    Hi Fiona, thanks so much for helping again!! :) I just tested it again, you are absolutely right, it does bring over the compliance from the Email Template to the Email. It's just that for some reason, it's showing "No Name" in the beginning, so I thought this is not relevant to the settings on the template (but when I clicked on the hyperlink and went back to this page, the name does show properly):
