Hello.
I created questionnaire in Microsoft Talent and I have to send link for it to candidate, which is not employee of our company and hasn't account in our system.How I can do it?Help me, please.

if you are familiar with Workflows in PowerApps, then you can do it. You can also use Flow (aka Power Automate).
Do you know these functionalities ?

First of all, thank you for answer.
Unfortunately, I`m not familiar with Workflow, but I`m familiar with Flow.
I may have misunderstood you, but the problem is not how to send a letter to the candidate, but how to allow him to complete the questionnaire which created in talent.
Also I try use Forms Pro and get responses by Flow, but for some reason I can`t get responses quizzes, only survey.

you cannot "allow" them to complete a questionnaire in Talent. Maybe I misunderstood your question and I'm sorry for that. Questionnaires in Core HR are no longer pushed by Microsoft as a solution. So, you should maybe think of Forms Pro, with Flow (Power Automate) and a Model Driven App.
so, you have 3 things you need to learn:
1. Model Driven App
2. Forms Pro (installing in Power Apps as a solution)
3. Flow (Power Automate)
