What is the difference between the 'Booked hours' and 'Assigned hours' - Project Resource Scheduling?

Hello Sarang,
Booked means how much of the employees capacity is booked for the Project e.g. 25%, 50%, etc.
Assigned means how many hours are actually assigned to WBS tasks.

If that is what Booked and Assigned means, can you please explain it with a more detailed example.
The reason for asking some more details is, when i tried to apply the same logic to my example, it did not make perfect sense. Also not sure from where can i find out the employees capacity on the project?
If you could explain this with more details, that would really be helpful.

As an example, a project manager can book an employee for a project for a specified number of hours/days. Let's say a software developer is booked for 40 hours in a specific week. This booking is realized through the fulfil resource forms where you can specify whether you want to hard or soft book an employee and for how many hours or percent of his capacity. E.g. 100%, 75%, etc. That's the number you see under 'booked' meaning that the employee - in my example the software developer - is not available for other projects.
If you just book, that is 'block' the employee for this project he is not available for other projects. However, it does not mean that he has something to do for the project he is blocked for. What he has to do can be specified by assigning concrete tasks from the WBS. If you make this assignment then the assigned number will increase.
Ideally the booked and assigned hours are identical meaning that you booked an employee for example for 40 hours and have 40 hours of work for him. However, there can be situations where project managers just like to block (book) people without having some concrete tasks. Comparing both figures can be an indication whether this is the case for your project.

I have a unique example where i have 0 booked hours and 16 assigned hours, as 16 hours are assigned to the task in WBS. Also i have 24 booked hours but no assigned hours, as 24 hours that are booked are not assigned to the task in WBS. This is does not make any sense. Why in the first place should there be a distinction between the booked hours and assigned hours?
In the first line, if now soft book some hours, system would show some hours in the booked section and assigned section will display 16 hours.
Can you tell me the rationale behind booked and assigned hours?

The 0 booked and 16 assigned hours seems to be a bug. Which version are you using?
Typically, when a resource is booked, the capacity of this resource will be reserved to this project. It is a way to communicate to other project manager that the capacity of this resource is reserved. assignment is used for this project manager to further define how this resource is reserved to the WBS task in this project. Here is a scenario:
1. A project manager is working on a new project. As for high level, this project manager knows that he needs two developer for two weeks. So the first thing he does is to book two developers to this project so that he as reserved the capacity of these two developers.
2. Then he works on WBS to add tasks to further define how to distribute the 2 weeks hours of these two developer to the WBS tasks.
Some project manager may not use WBS but they want to reserve the resources to the project. So booking will be enough. On the other hand, some project manager will always use WBS and they will always assign resources to WBS. However, if they will make any changes like swapping the resource to different tasks within the same project, they will not need to worry that un-assigning a resource from a WBS task will release the resource as this resource is still being booked to this project.
Hope this help. As for the bug, let me know which version you are using and I may be able to lookup the appropriate KB which fix this issue.

Thanks a lot Thomas Chan. The version is Update10 and the platform build version is 7.0.4641.16233.
But i think by allowing to Soft Assign, Hard assign (which can be ONLY done from the screen in WBS) and Soft Book and Hard Book microsoft has unnecessarily complicated the resource allocation feature.
Also once the resource is hard booked, system still adds to the booked hours, if the same record is soft booked. There seems to be many irregularities and bugs in the feature.
But i really appreciate the response on this issue as well as the resource request workflow ones.

Some of your concern is valid concern. As for the bugs, I believe some of the issues have been fixed. For example, the Hard booking should now be always align with
Hard assignment. Depending on which App version you are in, here are the list of current hotfixes for project resource scheduling:
App7.2 resource scheduling hotfix
• KB 4052956 Improve overall project resource scheduling performance
• KB 4229794 Re-hired resource reservation and resource synchronization roll-up capacity enhancement
o This hotfix also solve issues with ResActivityResourceView cannot be created issue which blocks upgrade if Project Quotation configuration key is disabled.
o This hotfix also improved overall performance in general.
• KB 4338271 After KB4229794 is deployed, resource may not be reserved to the target project upon approving resource request
• KB 4299889 [Hotfix Request] - Removal of 1 soft booking resource on a WBS task line actually removes all resources
App7.3 resource scheduling hotfix
• KB 4131847 Resource availability form is wrong after terminating an employment
• KB 4132575 'View more content' option is missing from resources grid control.

As a follow on from this, when said resource has completed hours assigned - where is this reflected for audit purposes and reporting (the team table isn't updated) and the booked or assigned hours does not reduce as time sheets are approved.
