We had this same issue the other day - not 100% sure but suspect that it was as the original environment had been installed with all of the CRM Apps (cust service, sales etc etc).

What we did was added another trial environment without the all of the apps added (can't remember if we just had Customer Service or chose nothing), then from that new environment did the Add App from the top of that page in your screenshot then installed Omnichannel this immediately started the Manage process and then we added the original environment (Omnichannel itself is Tenancy wide, so after you have a valid setup, you can then configure it for one or more of your Environments).

Thanks LA, but I got it working after adding a license to the trial instance for Dynamics 365 Customer Service Digital Messaging

    Hi Mudassar,

As you said, An active subscription of Chat for Dynamics 365 Customer Service or Dynamics 365 Digital Messaging is must, which is prerequisites to provision the Omnichannel.

And following link provide a guidance of free 30-day trial of Omnichannel for Customer Service.

Also, prerequisites for trail instance is license, you need add licenses in admin center, then you can start provision channels.
