Is there a reason why it isn't deleted? Do you plan to use it in the future? As far as creating what is essentially record-level security, I do not know of a way to accomplish this. You could use VBA to reject the record, but there isn't a checkbox anywhere that I know of. Of course, anything is possible if you are willing to $$ a developer for custom development.
