If that question is related License Fees, then my response would be:
When you keep the annual maintenance plan with Microsoft (payable often through the partner) current you are entitled to get the latest software version that is available at that time.
So during this year (January to December 2014) if you were current on your maintenance agreement, then you would be eligible for GP2015 with all the user and module licenses attached.
One point to get in as well, is when you move from GP2010 to GP2013 Perpetual there may be a small adjustment fee charged by Microsoft to 'align' the new pricing model.
If the question is about consulting costs, then my response would be:
Both Heather and Leslie point out the very huge reality that the added cost to you for the update is 'most' likely due to the cost of doing the update for your organization. Like Leslie and Heather, it is very difficult to know how long it will take to do an update - if you have customizations, if you have any integrations, if you have - well you get the idea - the number of variables are huge and only your partner can really judge the amount of time it takes to complete the work.
