Security Console - Need to access all policies -- Previous user left -- no documentation

Hi Everyone

We have been trying to fix the web services and we are at the point that we are going to have to completely uninstall and reinstall but then I'm told we may lose any custom policies that may have been created.

I'm sure they are stored somewhere and probably in XML form.  Can anyone help me in finding where those custom policies might be stored?
