How can i set up/configure Tax field in CRM 2016?

You can make use of Calculated/RollUp fields with business rules to setup your own requirements!

The tax field is a manually updated value unless you implement an integration with a tax engine like Vertex, QuoteWerks or other engine unless you have Field Service installed then you can setup in Field Service.

From my screen the tax field have a lock sign, what's the meaning? Am i not authorize to do that? i only need to implement 1 tax, which is (Gst), calculated by adding 6% from total amount.

The tax field on the quote or order header is calculated from the products (quote product / order product) that exist. You will not be able to change at the header with this field. You can customize at the quote product and order product level though.
