Static Export to Excel with records from all pages has issue

We are using CRM 2015 7.0.0.3543 and some users who are using IE 11 - (11.523.17134.0 and 11.0.9600.19236). When they choose the Export to Excel option of DownStatic worksheet with records from all pages in the current view, the Excel report is just the number of records in the one page view (250 in this case) repeated until 10000 records.
