Budget Transfer Rules

I have 4 conditions that need to be part of my budget transfer rules.  I am figuring I need to have 4 or 5 different rules.  This is my generic thinking and questions?
 
1.  Is it possible to do a generic budget transfer rule that says transfers allowed except between departments (then workflow approval is needed.
2.  Salaries can only be transferred to salary accounts.  Thanks

    Hi,
    You can refer to this official document: Budgeting overview - Finance | Dynamics 365 | Microsoft Learn. It mentions that how to set up budget transfer rules. You can also refer to this official document: Define budget transfer rules | Microsoft Learn. In this article, it says that you can use the Budget transfer rules form to define budget transfer rules to determine when budget transfers are allowed between financial dimension values.

    I have reviewed that material and it states that it can be set up to where one cost center can only transfer to the same cost center.  However when you look at the budget transfer rules page I can not see where that is an option.  @Kevin Xia do you know how to set this up
