No option to change theme

I created a sandbox environment from my production environment, and now I want the sandbox to have a different theme - primarily I want to change the color of the header bar.
 
But I have no option to change it. When I go to Advanced Settings -> Customizations, the docs say I should have a Theme option here, but I don't. Why is that?

    It looks like the Theme option is missing from your sandbox environment's customization settings. This can happen for a few reasons:
    1. Permissions Issue – Ensure that you have System Administrator or Customization privileges in the sandbox environment. Without the right permissions, the Theme option may not be visible.
    2. Environment Type Limitation – Some sandbox environments may have restrictions on UI customization, especially if they were created with certain configurations.
    3. Missing Theme Entity – If the theme entity isn't enabled in your sandbox, it won't appear in the customization options. You may need to check if the theme entity exists in your environment.
    4. UI Changes in Dynamics 365 – Microsoft occasionally updates the UI, and some options may be moved or require different navigation paths. You can check the latest documentation on theme customization to see if there are any changes.
    To troubleshoot:
    • Try accessing Settings > Customizations in your production environment and see if the Theme option is available there.
    • If you have access to Power Platform Admin Center, check if there are any environment-specific settings affecting customization.

    The "New Look" rolled out over the past year has done away with the legacy theming option, which is why you do not see it. The theme settings are now controlled via a web resource that you can add to your environment.
     
     
    The article above explains how to make the new theme changes. I personally miss the old legacy options as a way to configure this without creating an XML file, but such is progress sometimes.

    @Tom_Gioielli I read that article, but it's not clear to me that if I change it there, that it won't apply to all environments - including the live/production environment. Can a change there just apply to the sandbox?

    @Holly Huffman, it is not an option in the production environment either. But I am in the System Administrator role.

    Since the XML file is uploaded to the specific environment, it will only apply in that case. So if you create/import the file to Sandbox, the theme will only be changed in Sandbox.
     
    Very few items are going to have any impact across Dataverse environments.

    Note: Considering that you are using Dynamics 365 Online version. 
     
    1. Navigate to https://<OrgURL>.crm.dynamics.com/main.aspx?forceClassic=1&pagetype=entitylist&ent=theme
    2. It will give you a list of themes available in your environment and allow you to create new or modify existing ones based on permission.

    @Tom_Gioielli Any idea what permission the steps in that article requires?
     
    I can follow along in that article, and add the web resource and create a new solution. But when I get to the section "Apply custom app header colors to apps in your environment", I can't make any changes to the solution I just created!
     
    In the error message it ends with "Consider adding missed privilege to one of the principal (user/team) roles".
     
    I have these roles in Microsoft 365 Admin:
     
     
    It's odd that it lets me create a solution, but then I get a permission error adding anything to the solution it just let me create!

    Make sure you have System Administrator or System Customizer permissions in the environment security roles.
