Dataverse vs Excel

Years ago I created an excel spreadsheet that is used as a request roster. In this there is a table of each staff members names, and on each of the dates there is a drop down list pulled from another table that has a variation of shift types and roles. There is around 80/400 staff that have very specific drop down lists due to the variation of shifts they can/can't do. 
 
I am now trying to recreate this in dataverse but going around in circles! Can I replicate this?
 
An example of what I currently have and what I need:
Emma on Mondays can only work Mornings, Tuesday she can work anything, Wednesday - she can't work at all. I have modified her drop down lists to only display these options so that she can only see and select these options.
Ben however can work any shift on any day. His drop down list on each day includes all shifts.

    I'll start by saying that just about anything is able to be done in Dataverse, the question is going to be whether the effort/upkeep and functionality is going to be worth it. Some of this structure is also going to depend on how you are interacting with the data. A Canvas App is going to give you a bit more flexibility than a Model Driven app, but it will take more setup on your side.
     
    I'm going to put down a few ideas, but there are a lot of nuances that could render this approach worthless based on your business process. This general idea should work in either Model Driven or Canvas App approaches.
    • Table Configuration
      • Table 1: Employees
      • Table 2: Shifts (Configuration table)
        • Include a Shift name and a day of the week that it corresponds to. Example: "Monday Morning" or "Wednesday Shift 3"
        • Could include something like start/end time, or other details to assist in reporting and outputs for the shift
      • Table 3: Work Calendar
        • One entry per shift and per day
    • Create a Many:Many relationship between the Shift configurations and the Employees. This is where you can add an Employee to a Shift, or a Shift to an Employee, indicating they are available to work
    • In theory you can then open a shift record, and use that shift configuration to see a list of Employees who are available to work and add them to the shift for that particular calendar day. 
      • This approach would also give you the ability to create special shifts, such as holidays, and indicate availability for that particular shift
     
    In theory something like this could work, but it depends a lot on your use case and how people interact with this file. Hopefully this at least gets you moving in the right direction.
