We have a potential client who wants to prioritise D365 Marketing, and then later add the Sales App
The stand-alone ($1500) license is available for marketing-only use cases. My questions are around if/how this can then be extended to add the Sales App
Also, with the stand-alone license, how many users can there be? IS there any limitation?

Yes - its possible to deploy D365 marketing standalone, and later deploy Sales app.
Yes, you can extend the CDS for the marketing entities that are available as part of standalone app. You can use the platform capabilities like workflows, plugins within the context of marketing on such a deployment.
D365 marketing is not licensed by users but by contacts, there are no limitations on number of users (apart from any platform limits, independent of the app itself). docs.microsoft.com/.../purchase-setup
