Legally, this is not allowed as this is covered in the multiplexing rules in the Licensing guide. Is a SCM attach license really a budget issue? A base license is $180. An attach license is $ 30 each month.

How about development environment? can we still access the object within SCM Modules if we purchase only Finance Module? i mean if we decide to purchase only Finance since our customer have limited budget, can we still develop custom screen of release product using standard object (ex. EcoResReleasedProduct) ?

When I read the abbreviations literally, I think there is a difference.
When people are talking about F&SCM, in fact they are limiting the number of solutions part of F&O without they are always aware of it. Next to Finance and Supply Chain Management (SCM), F&O includes also Human Resources, Project Operations and Commerce. These solutions are all built on top of the F&O platform, where Project Operations has components on both the F&O and Dataverse platform.
F&SCM has the same restriction on number of solutions as e.g. F&HR. This last abbreviation is not commonly used, but it shows the actual limitation for the number of products.

Finance and Operations comprise of
* Finance
* Supply chain
* Human resources
* Project operations(ERP)
Some clients might want to exclude the HR and Project models vice versa, and this will be tailored to the licensing on the product.
They are the different naming of the product. Please find the product list below.
