To activate a D365 BC localized (Partner) trial tenant, customers/partners must engage a Direct CSP provider .

Microsoft CSP ( Cloud Service Provider ) tool
Once accepted the invite sent by the CSP to become Delegated Admin for customer, a D365 BC environment will be created by the Direct CSP which includes 25 seats of Dynamics 365 Business Central Premium Trial licenses.
Note > The Viral (free, IW) signup is not available for partner-led countries, the partner which owns the localization must assign a CSP BC Premium Trial offer to the customer .
Customer will received from CSP 1st batch of 25 seats valid 1 month which can be extended with a 2nd batch which includes same amount of subscriptions ( 25 seats ) .
